QUÉBEC-TÉLÉPHONE - RATE RESTRUCTURING AND REVISIONS TO THE CRITERIA FOR
EXTENDED AREA SERVICE

1. The Commission has received an application
under Tariff Notice 232 from Québec-Téléphone, dated 20 October 1998, that
would provide for local rate restructuring and revisions to the existing
criteria for Extended Area Service (EAS). |
|
2. Québec-Téléphone proposes to restructure
local residential and business rates by establishing a common rate
applicable across its serving area for each of Residential Individual Line
Service, Business Individual Line Service, Multi-line Business Service and
Centrex Plus Service. |
|
3. Accordingly, Québec-Téléphone proposes to
establish a common rate of: $23.50 for Residential Individual Line Service,
$49.50 for Business Individual Line Service, $66.50 for Multi-line Business
Service and $46.00 for Centrex Plus Service. The proposed Centrex Plus rate
will remain subject to contract and volume discounts. |

4. The proposed Residential Individual Line
Service rate of $23.50 incorporates the 1 January 1999 $ 3.00 rate increase
ordered by the Commission in Implementation of Regulatory Framework for
Québec-Téléphone and Télébec ltée, Telecom Decision CRTC
97-21, 18 December 1997. |

5. Québec-Téléphone is also proposing to
introduce four new EAS links. |
|
6. Québec-Téléphone has indicated that the
proposed rate restructuring and the establishment of the new EAS links are
revenue neutral. |
|
7. Québec-Téléphone is also proposing to adopt
EAS eligibility criteria which are more restrictive than its existing
requirements. Québec-Téléphone's proposal is to match Bell Canada's current
criteria. |

8. With the proposed establishment of common
rates, a number of subscribers would be subject to a rate increase while
others would benefit from a rate decrease. Québec-Téléphone has advised all
customers of the application and the associated rate impacts. All
subscribers were invited to comment on the proposal by 8 December 1998. |

11. In a letter of 3 December 1998,
Québec-Téléphone was asked to respond to Commission interrogatories by
14 December 1998. |

13. Québec-Téléphone may file any reply
comments by 18 January 1999. |

15. When a document is required to be filed or
served by a specific date, the document must be actually received, not

16. In light of the comment period specified
in this Public Notice, the Commission expects to issue a ruling with
respect to Québec-Téléphone's Tariff Notice 232 during the month of March
1999. |
