PAY TELEPHONE COMPENSATION PER CALL FOR TOLL-FREE CALLS

1. On 25 September 1998, the Commission
received an application under Tariff Notice (TN) 6285 from Bell Canada
(Bell), proposing to charge a per call usage fee to Interexchange Carriers
(IXCs) and providers of pre-paid calling cards for toll-free access at the
company's public and semi-public pay telephones. The proposed charge is
equal to the rate for local calls originating from pay telephones. |

2. Bell stated that prior to the introduction
of competition in the long distance market, all toll-free calls originating
at pay telephones in Bell territory were carried by Bell. Since the company
would have received revenue associated with these toll-free calls, there
was no need to have a specific charge for toll-free calls originating from
its pay telephones. Bell further stated that a significant and growing
portion of the toll-free calls originating at the company's pay telephones
are now carried by competing IXCs and that it receives no explicit
compensation for these calls. |

3. The Commission notes that interventions on
this application have been received from Canada Payphone Corporation, AT&T
Canada Long Distance Services Company, and London Telecom Network Inc. |

4. The Commission considers that a wider
public proceeding is warranted and therefore invites comments on Bell's
proposal. |

8. Parties who have commented on TN 6285 are
made parties to this proceeding. Other persons wishing to participate in
this proceeding must file a notice of intention to participate with the

9. Parties may address interrogatories to
Bell. Any such interrogatories must be filed with the Commission and served
on Bell at the above address by 20 November 1998. |

10. Responses to interrogatories are to be
filed with the Commission and served on all parties by 1 December 1998. |

11. Parties may file comments, serving copies
on all other parties, by 11 December 1998. |

12. Bell may file reply comments, serving
copies on all parties, by 23 December 1998. |
