  The Commission has received the following applications:
  WESTERN CANADA AND TERRITORIES REGION
  1. CAMPBELL RIVER, British Columbia
  Application (199801626) by CAMPBELL RIVER TV ASSOCIATION requesting relief, by condition of licence, from the regulatory requirement of Section 29 of the Broadcasting Distribution Regulations (the Regulations).
  The applicant is requesting permission to commit 5% of gross annual revenues derived from broadcasting activities to local expression, namely community programming, in lieu of the contribution required pursuant to section 29 of the Regulations.
  Unless otherwise provided by condition of licence, Campbell River TV Association would be required, under subsection 29(5) of the Regulations and as a Class 1 terrestrial distributor with less than 20,000 subscribers, to make a contribution to Canadian programming of an amount not less than the greater of:
  (i)  5% of its gross revenues derived from broadcasting activities in the broadcast year, less any contribution to local expression made by the licensee in that year; and
  (ii)  1.5% of its gross revenues derived from broadcasting activities in that broadcast year.

  2.  BRANDON, Manitoba
  Application (199801337) by WESTMAN MEDIA CO-OPERATIVE LTD requesting relief, by condition of licence, from the regulatory requirement of Section 29 of the Broadcasting Distribution Regulations (the Regulations).
  The applicant is requesting permission to commit 5% of gross annual revenues derived from broadcasting activities to local expression, namely community programming, in lieu of the contribution required pursuant to section 29 of the Regulations.
  Unless otherwise provided by condition of licence, Westman Media Co-Operative Ltd would be required, under subsection 29(5) of the Regulations and as a Class 1 terrestrial distributor with less than 20,000 subscribers, to make a contribution to Canadian programming of an amount not less than the greater of:
  (i)  5% of its gross revenues derived from broadcasting activities in the broadcast year, less any contribution to local expression made by the licensee in that year; and
  (ii)  1.5% of its gross revenues derived from broadcasting activities in that broadcast year.

  3.  RIMOUSKI, Quebec
  Application (199802153) COGÉCO CÂBLE CANADA INC. requesting relief, by condition of licence, from the regulatory requirement of Section 29 of the Broadcasting Distribution Regulations (the Regulations).
  Rather than allocating the required 5% contribution in accordance with the formula prescribed under the Regulations, the applicant is requesting permission to allocate any proportion of the 5% contribution to local expression, namely community programming, the remainder, if any, to be directed as a contribution to Canadian programming, as defined in subsection 29(2) of the Regulations.
  Unless otherwise provided by condition of licence, Cogéco Câble Canada Inc. would be required, under subsection 29(4) and as a Class 1 terrestrial distributor with at least 20,000, but fewer than 60,000 subscribers, to make a contribution to Canadian programming:
  a)  in the broadcast year ending on August 31, 1999, of an amount not less than the greater of:
  (i)  5% of its gross revenues derived from broadcasting activities in that year less any contribution to local expression made by the licensee in that year; and
  (ii)  2.5% of its gross revenues derived from broadcasting activities in that year; and
  b)  in the broadcast year ending on August 31, 2000, and in each broadcast year thereafter, of an amount not less than the greater of:
  (i)  5% of its gross revenues derived from broadcasting activities in the year, less any contribution to local expression made by the licensee in that year; and
  (ii)  3% of its gross revenues derived from broadcasting activities in that year.

  -  the intervention must be received by the CRTC and by the applicant ON OR BEFORE the deadline date indicated below. The Commission cannot be held responsible for postal delays;
  -  your intervention should clearly identify the application and indicate whether you support or oppose the application, or if you propose changes to it, include the facts and grounds therefor. In the event that the application is brought to the oral phase of a hearing it would be helpful to the Commission if you would provide reasons why your written comments are not sufficient and an appearance is necessary;
  Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
