  Public Notice CRTC 1998-68
  The Commission has received the following applications:
  1.  CORNER BROOK AND STEPHENVILLE, Newfoundland
  Application (199716768) by WESTERN BROADCASTING LIMITED, P.O. Box 1039, Corner Brook, Newfoundland, A2H 7B2, to amend the broadcasting licence of the (radio) programming undertaking CKXX-FM Corner Brook, as follows:
  -  by adding a low power FM transmitter at Stephenville, Newfoundland, operating on a frequency of 95.3 MHz (channel 237LP) with an effective radiated power of 4 watts; and
  -  by ceasing the operation of the transmitter at Deer Lake, Newfoundland.
   In Decision CRTC 97-43, the Commission approved an application for the conversion of CKXX serving Corner Brook from an AM to an FM station. The licensee considered that the signal of CKXX-FM would provide full coverage to Stephenville, however, coverage "was less than expected". The licensee indicates that the Deer Lake transmitter was closed as the signal of its new FM transmitter at 103.9 MHz frequency proved to be capable of serving the Deer Lake area.

  2.  KENTVILLE, Nova Scotia
  Application (199801304) by ANNAPOLIS VALLEY RADIO LTD. to amend the broadcasting licence of the (radio) programming undertaking CKEN Kentville, by decreasing the night-time transmitter power from 1,000 to 750 watts.
  The licensee also proposes a change in the mode of operation from a directional to a non-directional antenna system to improve coverage towards the north.
  The Commission notes that the proposed changes will result in a modest change in the locations of the existing authorized contours.

  3.  BALMORAL AND DALHOUSIE, New Brunswick
  Application (199713970) by the COOPÉRATIVE RADIO RESTIGOUCHE LTÉE:
  a)  to amend the broadcasting licence of the community (radio) programming undertaking CIMS-FM Balmoral and its transmitter at Dalhousie, by changing its status from a Type B station to a community Type A station;
  b)  to be relieved of the following condition of licence:
  It is  a condition of licence that the applicant broadcast no more than 6 minutes of advertising in every hour of broadcast, and that it broadcast no more than an average of 4 minutes of advertising per hour of broadcast up to a total of 504 minutes of advertising per week, in accordance with the community radio policy for Type B stations.
  c)  to amend its Promise of Performance as follows:
  -  by reducing the minimum level of spoken word programming from 25% to 15% of the broadcast week; and
  -  by reducing the minimum level of the station's total music programming coming from Category 3 from 8% to 4%.
