Review of Certain Exemption Orders
|
|
1. In Public Notice CRTC
1996-59 dated 26 April 1996, and entitled
Policy Regarding The Use Of Exemption Orders, the Commission stated
that it would conduct a periodic review of exemption orders at appropriate
intervals. The Commission determined that exemption orders would normally
be reviewed between five and seven years following the date of their
issuance. Appended to this notice is a list of the exemption orders that
are now due for such review. Details concerning the written public process
the Commission will use to conduct this review are set out below. |
|
2. To ensure that all interested parties,
including those carrying on undertakings affected by the exemption orders,
have an adequate opportunity to comment, the Commission will hold a
two-stage written comment process. During the first stage, interested
parties are requested to submit their views, together with supporting
arguments, as to whether or not these orders should be continued for a
further five years, or whether they should be modified. |
|
3. The deadline for the submission of written
comments in the first stage is Monday, 22 June 1998. These initial
comments will be made available for examination by the public as soon as
possible following the deadline, in the Commission's offices at the
addresses provided below. |
|
4. Interested parties, including those who may
not have participated in the first stage, will then have an opportunity to
submit written comments in the second stage regarding any issue raised in
the first round of comments. The deadline for written comments submitted as
part of this second stage is Friday, 21 August 1998. |
|
5. In the second stage of the written process,
comments should be limited to issues raised in the submissions received
during the first stage of the process. Any interested party who submits
comments during the second stage of the written process must identify, on
the first page of his or her submission, the parties whose first-stage
submissions are being addressed. |
|
6. The Commission will only accept submissions
that are received by the Commission on or before the prescribed dates noted
above. |
|
7. Comments filed in response to this notice
must be addressed to the Secretary General, CRTC, Ottawa, Ontario K1A 0N2
and must be filed in hard copy form. |
|
8. All comments will be considered by the
Commission, and will form part of the public record of the proceeding
without further notification, provided the procedure set out above has been
followed. Interested parties are therefore strongly encouraged and expected
to monitor the content of the public examination files. |
