Public Consultations On the Canadian Broadcasting Corporation

1. In March of 1999, the Commission will hold a series of public consultations to hear the public's views on the role that the Canadian Broadcasting Corporation (CBC) should play in the broadcasting system as the CBC moves into the new millennium. The purpose of these informal consultations is to allow Canadians in various parts of the country to express their views on the programming and operations of the CBC, and on what direction the CBC should take in the coming years, both at the national and the regional level.

2. The consultations, to be held in eleven locations across Canada, form a part of a public process that will include a public hearing on the CBC. The hearing will take place in Hull, Quebec beginning on 25 May 1999. At that time, the Commission will hear licence renewal applications for the Corporation’s English- and French-language television and radio networks, for the specialty services known as Newsworld and Réseau de l'information (RDI), as well as for most of the CBC’s English- and French-language, owned-and-operated television stations. The Commission will provide further details concerning the hearing in a separate public notice that will be released at a later date.

3. While not wishing to limit discussion, the Commission suggests the following questions as a guide for participants:

· In your view, how well does the CBC fulfill its role as the national public broadcaster? In the new millennium, should the CBC fulfill its role in a different manner than it has in the past?

· How well does the CBC serve the public on a regional as well as at a national level?

· Should the programming provided by CBC radio and television be different from that provided by other broadcasters? If so, what should these differences be?

· Is there a special role that the CBC should play in the presentation of Canadian programming? If so, what should this role be?

4. The public consultations will take place, in each case, between the hours of 4:00 p.m. and 10:00 p.m. local time, in the locations and on the dates that follow:

5. The Commission will post further information on its website at www.crtc.gc.ca. Interested parties may also contact the CRTC for information, either at its head office or at any of the regional offices listed below.

6. The Commission requests parties interested in participating in one of the consultations listed above to register with it by telephone at least seven days prior to the date of the consultation session in question. Parties may register by calling 1-877-249-CRTC (toll-free). Parties should specify, at the time of their call, which of the two official languages they intend to use at the consultations and in which session they wish to participate. Although written presentations will be accepted, they are not required. Parties should indicate, however, if they require simultaneous translation or communications support, such as assistive listening devices or sign language interpretation. Court reporters will ensure proper transcriptions of the consultations and these transcripts will be placed on the public record of this proceeding and on the Commission's website.
