By fax dated 16 June 1998, the Commission received a copy of an affidavit dated 1 October 1997 from Moonstar Integrated Technologies (Moonstar). Moonstar requested an exemption from contribution charges with respect to Centrex systems used solely to provide local or single-hop services.

1.By letter dated 7 July 1998, Bell Canada (Bell) stated that it had reviewed the affidavit and noted that it is deficient in one respect. Bell stated that Moonstar has not provided a list of specific Centrex systems that require exemption identifying the billing telephone number or the Numbering Plan Area (NPA) NXX associated with such systems. As well, Bell stated that it can find no record that Centrex services have been installed for Moonstar.

2.In light of the above, Bell assumed that the Centrex services are not yet in place, and therefore recommended that the Moonstar application be characterized as a request for advance approval of an exemption. In this respect, Bell stated that the application appears to satisfy the evidentiary requirement for such exemptions.

3.Accordingly, Bell agreed with the request for advance approval of an exemption. Should the Commission grant Moonstar's request, Bell also submitted that Moonstar should be required to provide a revised affidavit after the installation of its first system, identifying the system and affirming that it is arranged in a manner to limit Moonstar's services to local or single-hop configurations.

4.The Commission is of the view that Moonstar has provided an affidavit which meets the evidentiary requirements for advance approval of single-hop services and notes that Bell also agrees.

5.In light of the foregoing, Moonstar's application is approved effective the date of installation, subject to Moonstar providing a revised affidavit within 30 days after the installation of its first system, identifying the system, and affirming that it is arranged in a manner to limit Moonstar's services to local or single-hop configurations.
