On 26 February 1998, Télébec ltée (Télébec) filed an ex parte application for approval of tariff revisions reflecting the introduction of a dedicated, non-switched, point-to-point data transmission service named "Service Boréal".

1. On 1 April 1998, the Commission ordered Télébec to file an abridged version of Tariff Notice 175 on the public record within two business days. Télébec complied with this request and no comments have been received.

2. On April 22 1998, the Commission issued a series of interrogatories to Télébec. The company filed its responses on 4 May 1998.
|
3. The Commission notes that, where Service Boréal will be offered, Télébec proposed to assign eligible exchanges to two different zones. The proposed rates differ between Zone 1 and Zone 2.

4. The Commission is concerned that Télébec's proposed tariff fails to either outline the criteria used to assign exchanges to a particular zone or state to which zone a particular exchange is classified.

5. The Commission is of the view that Télébec's tariff should state the general criteria used by the company to assign exchanges to each of the two zones.
|
6. The Commission considers that Télébec's Service Boréal tariff should also indicate the exchanges assigned to Zone 1.
|
7. In light of the foregoing, the Commission orders that:
|
(a) The proposed tariff revisions are approved effective the date of this Order conditional on the modifications indicated in paragraphs 5 and 6.
|
(b) Télébec issue, forthwith, final tariff pages reflecting the modifications required in (a) above.
