On 7 November 1997, MTS NetCom Inc. (MTS) filed Tariff Notice (TN) 287A asking that the Commission grant interim approval to TN 287 at the earliest possible date, pending the final outcome of the Commission's deliberations.

1. On 19 August 1997 MTS filed TN 287 for approval, proposing revisions to the company's Centrex service tariff that would reduce the minimum line requirement from 2 lines to 1 line and introduce a one-year initial service period contract in addition to the current three and five-year contract periods.
2. On 18 September 1997, AT&T Canada Long Distance Services Company (AT&T Canada LDS) intervened, asking the Commission to deny TN 287. On 10 October 1997, MTS responded to AT&T Canada LDS's allegations.
3. On 21 November 1997, the Commission requested MTS to support the proposed rates in TN 287 with an imputation test, based on the methodology and rates proposed in Stentor Resource Centre Inc. TN 487 dated 16 June 1997.
4. The Commission considers that further information is required from MTS to make a determination in this proceeding.
5. In light of the foregoing, the Commission therefore denies the request for interim approval of TN 287 at this time.
