In Tariff Notice 652 (TN 652) filed on 26 February 1998, Northwestel Inc. (Northwestel) proposed to grandfather HF Radio Service and to discontinue offering the service in the Iqaluit area.

1. Northwestel stated that there were only 48 customers remaining for this service and that the company would explore the viability of the HF Radio Service.
2. Northwestel stated that the radio equipment at Iqaluit needed to be removed because the lease for the land on which it is located had expired and was not being renewed.
3. The Commission notes that Northwestel sent letters to all its HF Radio customers notifying them of this proposal. The company further publicized the proposal through news releases and advertisements in local media.
4. The Commission received two letters of intervention. One argued against grandfathering this service, the other opposed to the elimination of mobile radio phones in the Yukon, which is not part of the company's proposal.
5. The Commission notes that the equipment used to provide this service is obsolescent and that the service is not compensatory.
6. In view of the above, the Commission approves TN 652.
