On 19 December 1997, Stentor Resource Centre Inc. (Stentor) filed, on behalf of BC TEL, Bell Canada, The Island Telephone Company Limited, Maritime Tel & Tel Limited MTS Communications Inc. (formerly known as MTS NetCom Inc.), The New Brunswick Telephone Company, Limited, and TELUS Communications Inc. (the companies), a proposed Interconnection Agreement for the Provision of Message Relay Service to a Competitive Local Exchange Carrier (the Agreement).

1. The Commission notes that comments were received from Call-Net Enterprises Inc. and Microcell Telecommunications Inc. and that reply comments were filed by Stentor. Additional comments were filed by the Canadian Association of the Deaf, the Canadian Wireless Telecommunications Association, Clearnet Communications Inc. and Stentor.
2. The Commission will fully consider all relevant comments and reply comments prior to final disposition of this matter. On an interim basis, however, the Commission considers that certain changes to the Agreement are appropriate.
3. In light of the foregoing the Commission orders that:
(a) The Agreement is granted interim approval with the following modifications:
(i) delete sections 7.3 and 7.6; and
(ii) revise section 7 to make the companies' limitations of liability consistent with the limitations of liability set out in their respective terms of service.
(b) Stentor provide the Commission, for information purposes, a revised agreement consistent with the above.
