Telecom Order CRTC 98-1267

The Local Number Portability Roll-Out Sub-Group (LNP SG) of the CRTC Interconnection Steering Committee (CISC) submitted a consensus report to the CISC Coordinating Committee (CC). On 6 November 1998, the CC confirmed the consensus report and forwarded it to the Commission for consideration.

1.In its report, the LNP SG recommended that roll-out in pre-determined exchanges proceed according to the following criteria:
|
a) for pre-determined locations scheduled for implementation before year end 1998 and where the following conditions exist on the pre-determined roll-out date:
|
*no Competitive Local Exchange Carrier (CLEC) has completed interconnection activities with the Incumbent Local Exchange Carrier (ILEC); and
|
*no CLEC has completed LNP testing with the ILEC;
|
the roll-out of LNP will be coincident with the completion of Local Network Interconnection (LNI) activities with at least one CLEC, provided that corresponding LNP testing is also completed for the exchange; and
|
b) for pre-determined locations scheduled for implementation beyond 31 December 1998 and where the following condition exists:
|
*no CLEC has started interconnection activities with the ILEC at least 90 days prior to pre-determined roll-out date;
|
the roll-out of LNP will follow request driven criteria. Roll-out of LNP will be, at the least, coincident with the completion of LNI activities with the first CLEC.
|
2.The Commission has reviewed the consensus report and orders that the roll-out schedule for priority 2 exchanges determined in Telecom Order CRTC 98-60 be revised according to the above criteria.

3.The Commission is of the view that, by approving this consensus, the ILECs will be given more flexibility to use resources for earlier response to roll-out requests by CLECs in specific locations.
