On 9 July 1998, Hurontario Telephones Limited (Hurontario) filed an application for approval of tariff revisions reflecting the introduction of Digital Network Access (DNA), Digital Exchange Access (DEA), Integrated Service Digital Network (ISDN) and Internet Service Provider Link services.

1.Hurontario submitted that the rates for the proposed new services would be compensatory.
|
2.The Commission notes that Hurontario did not file costing information in support of its claim regarding the compensatory nature of these services.
|
3.The Commission is concerned that the proposed rates for the DNA, DEA and ISDN services do not provide for adequate cost recovery.
|
4.More specifically, the Commission is concerned with the proposed DNA, DEA and ISDN five-year contract monthly rates and the proposed DNA monthly recurring rates.
|
5.In light of the foregoing, the Commission orders that:
|
(a) the proposed tariff revisions filed under Tariff Notice 17 are approved effective the date of this Order, with the exception of the items denied in (b) below and subject to the modifications required in (c) and (d) below;
|
(b) the five-year monthly contract rates for the DNA DS-1 Link, DNA DS-3 Link, DNA DS-1 CF, DNA DS-1 CHAN, DNA DS-0 CHAN, DNA DS-3 CHAN, DEA DS-1 Access and ISDN DTCI Termination items are denied;
|
(c) the monthly recurring rates for DNA DS-1 Access and DNA DS-3 Access are to be set at $400.00 and $2,950.00 respectively;
|
(d) the five-year contract rates for DNA DS-1 Access and DNA DS-3 Access are to be set at $230.00 and $1,500.00 respectively; and
|
(e) Hurontario is to issue revised tariff pages to reflect the above revisions.
