ISSUE NO. 1
The Commission will hold a public hearing commencing on 11 August 1998, at the Commission Headquarters, 1 Promenade du Portage, Hull, Quebec, to consider the following:
ATLANTIC AND QUEBEC REGION
1. SAINT JOHN, New Brunswick
Applications (199803135, 199803143) by MARITIME BROADCASTING SYSTEM LIMITED (MBSL), P.O. Box 400, Halifax, Nova Scotia, B3J 2R2, for authority to acquire the assets administered by the trustee, Mr. David Doyle, and for broadcasting licences to continue the operation of the (radio) programming undertakings CFBC and CJYC-FM Saint John, upon surrender of the current licences issued to Fundy Cable Ltd./Ltée (Fundy), under the same terms and conditions as the current licences.
It should be noted that these assets were part of a series of transactions between Fundy, MBSL and Newcap Inc. (Newcap). In Decision CRTC 97-639, the Commission approved MBSL's applications to acquire the assets of the radio programming undertakings CFBC and CJYC-FM Saint John from Fundy, on behalf of Newcap, as well as Newcap's applications to acquire the assets of these undertakings, pursuant to an assignment agreement entered into with MBSL, and for broadcasting licences to continue the operation of CFBC and CJYC-FM Saint John.
However, a trust arrangement was deter-mined necessary when Newcap indicated its intention of not finalizing the transaction with MBSL and because of contractual obligations imposed on MBSL by Fundy.

b) (199802525) for a broadcasting licence to carry on a French-language FM (radio) programming undertaking at Sainte-Marie-de-Beauce, operating on a frequency of 101.3 MHz (channel 267A) with an effective radiated power of 4,677 watts, upon surrender of the current licence issued for CJVL.
Application (199802517) is conditional upon approval of application (199802525) to convert station CJVL to the FM band.

This application is submitted by the CBC, acting as an agent for the Atmospheric Environment Service of Environment Canada. The applicant states the program content from Iqaluit Weatheradio will consist of regularly updated weather information tailored to the interests and needs of local listeners in the Iqaluit and Frobisher Bay area.

PROPOSED FEE
The applicant proposes to charge a basic monthly fee of $50.00 for the distribution of the basic service. For Class 3 licensees, the basis monthly fee is not regulated pursuant to the Broadcasting Distribution Regulations.
