Decision CRTC 98-450
Radio Nord inc.
La Sarre, Quebec - 199802054
Acquisition of assets
1. Following a Public Hearing in the National Capital Region held on 20 July 1998, the Commission approves the application for authority to acquire the assets of the radio programming undertaking CKLS-FM La Sarre and for a broadcasting licence to continue the operation of the undertaking under the same terms and conditions as the current licence.
2. The Commission will issue a licence to Radio Nord inc., expiring 31 August 2004, upon surrender of the current licence. The licence will be subject to the same conditions as those in effect under the current licence, as well as to any other condition specified in this decision and in the licence to be issued.
3. The licence term granted herein will enable the Commission to consider the renewal of this licence in accordance with the Commission's regional plan.
4. The Commission notes that this transaction represents an inter-corporate reorganization that does not alter the effective control of the licensee.
5. The Commission reaffirms the particular importance it attaches to the development of Canadian talent and, in that respect notes the commitment by the licensee at the Québec Public Hearing held on 27 January 1998 and referred to in Decision CRTC 98-106, to maintain its annual contribution to $1,000 in direct costs for Canadian talent development for CKLS-FM La Sarre, CKRN Rouyn-Noranda, CKVD Val D'Or and CHAD Amos, even after the latter three stations are closed.
6. It is a condition of licence that programming other than local programming originate exclusively from the AM stations operated as part of the Radio Nord inc. and Radiomédia inc. networks.
7. It is a condition of licence that this station not be operated within the Specialty format as defined in Public Notice CRTC 1995-60, or as amended from time to time by the Commission.
8. It is also a condition of licence that the licensee adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and accepted by the Commission. The application of the foregoing condition of licence will be suspended as long as the licensee remains a member in good standing of the Canadian Broadcast Standards Council.
This decision is to be appended to the licence.
