1. Following a Public Hearing in the National Capital Region beginning 16 February 1998, the Commission approves the applications for authority to change the method of reception of two signals originating from Spokane, Washington. Accordingly, the licensee is authorized, by condition of licence, to distribute, at its option, KXLY-TV (ABC) and KREM-TV (CBS) Spokane, as part of the basic service.

2. The licensee may receive any authorized signals over the air, or from any licensed or exempted Canadian broadcasting distribution undertaking authorized to provide signals to other broadcasting distribution undertakings. The Commission notes that the licensee plans to receive the signals via satellite.

3. The Commission notes that the Spokane signals noted above have been added to the list of Part 3 Eligible Satellite Services (Public Notice CRTC 1998-61 dated 23 June 1998). Class 3 cable distribution undertakings may distribute signals that appear on this list without obtaining specific authorization from the Commission. Consequently, no further action is required on the applications submitted by Northern Cablevision Ltd. for authority to distribute KXLY-TV (ABC) and KREM-TV (CBS) Spokane, as part of the basic service of the Class 3 undertakings serving Grande Cache (199712146), Peace River (199712154), St. Paul (199712162), Wainwright (199712170) and Whitecourt (199712188).
