Saskatchewan Municipal Government for and on behalf of the Northern Settlement of Bear Creek

New cable distribution undertaking

1. Following a Public Hearing in the National Capital region beginning on 15 December 1997, the Commission approves the application by Saskatchewan Municipal Government for and on behalf of the Northern Settlement of Bear Creek for a licence to carry on a cable distribution undertaking to serve Bear Creek. The operation of this undertaking will be regulated pursuant to Parts 1 and 3 of the Broadcasting Distribution Regulations.

2. The applicant falls within the definition of a municipal government as set out in section 2 of the Direction to the CRTC (Ineligibility to Hold Broadcasting Licences) (the Direction) and in the Order amending this Direction (P.C. 1997-629). The Commission is satisfied that all of the criteria set out in section 4 of the Direction have been met and, accordingly, will issue a licence expiring 31 August 2004. The licence will be subject to the conditions specified in this decision and in the licence to be issued.

3. The Commission notes that the costs associated with providing the service will be borne by the Northern Settlement of Bear Creek, and that the service will be distributed without charge to subscribers.

4. It is a condition of licence that, for community programming and any other programming of a service that it originates, the licensee adhere to the guidelines on the depiction of violence in television programming set out in the Canadian Association of Broadcasters' Voluntary Code Regarding Violence in Television Programming, as amended from time to time and approved by the Commission.

5. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the applicant to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

This decision is to be appended to the licence.
