Telecom Public Notice CRTC 97-25
ELECTRONIC DIRECTORY DATABASE ACCESS (EDDA) SERVICE
Reference: Stentor Tariff Notice 441 and Northwestel Tariff Notice 615. EDDA Service provides for real-time electronic access to directory assistance databases for the Stentor Operating Companies and Northwestel.
1. In Provision of Directory Database Information and Real-Time Access to Directory Assistance Databases, Telecom Decision CRTC 95-3, 8 March 1995 (Decision 95-3), the Commission ordered BC TEL, Bell Canada (Bell), The Island Telephone Company Limited (Island Tel), Maritime Tel & Tel Limited (MT&T), The New Brunswick Telephone Company, Limited (NBTel), NewTel Communications Inc. (NewTel) and TELUS Communications Inc. (TCI) to, among other things, negotiate with interested parties through the Canadian Interconnect Liaison Committee (CILC) the technical requirements to permit real-time access to directory assistance databases and, based on the outcome of these negotiations, to file proposed tariff pages, with supporting economic studies, for such access. The provision of a similar service by MTS NetCom Inc. (MTS) (formerly Manitoba Telephone Systems) and Northwestel Inc. (Northwestel) was to be considered through a separate proceeding.
2. Following the Governor in Council's disposition of a petition to it regarding Decision 95-3 and other proceedings related to the Decision, the Commission issued Telecom Order CRTC 96-1522, dated 23 December 1996, modifying Decision 95-3 to, among other things, include MTS and Northwestel in the requirement to file tariffs.
3. On 24 March 1997, Stentor Resource Centre Inc. (Stentor) filed Tariff Notice 441 on behalf of the federally regulated Stentor companies, and on 23 April 1997 Northwestel filed Tariff Notice 615, requesting approval of EDDA service providing for real-time electronic access to a company's non-confidential directory assistance listings database.
4. Among other things, the proposed tariffs call for a sixty month minimum service period at a charge of $10,000.00 per month for access to the databases of one or more companies, an initial set-up charge of $2,500.00 per company and a company specific usage charge per screen of information, that ranges from $0.15 for Bell to $0.93 for Northwestel.
5. The Commission invites comments on Stentor's and Northwestel's proposed tariffs for EDDA.

9. Those who registered to participate in the proceeding initiated by Provision of Directory Database Information, Telecom Public Notice CRTC 94-3, 14 January 1994, will be considered parties to this proceeding.
10. Other persons wishing to participate in this proceeding must file a notice of intention to participate with the Commission by 30 July 1997.
11. Parties may address interrogatories to Stentor and Northwestel. Any such interrogatories must be filed with the Commission and served on Stentor and/or Northwestel by 30 July 1997.
12. Responses to interrogatories are to be filed with the Commission and served on all parties by 29 August 1997.
13. Parties may file comments, serving copies on all other parties, by 15 September 1997.
14. Stentor and Northwestel may file reply comments, serving copies on all parties, by 29 September 1997.
15. In addition to hard copy filings, parties are encouraged to file with the Commission electronic versions of their submissions in accordance with the Commission's Interim Telecom Guidelines for the Handling of Machine-Readable Files, dated 30 November 1995. 16. Where a document is to be filed or served by a specific date, the document must actually be received, not merely mailed, by that date.
