The Commission has received the following applications:
QUEBEC REGION
1.  LES ESCOUMINS, TADOUSSAC AND SACRÉ-COEUR, Quebec
Application (199610788) by RADIO ESSIPIT HAUTE CÔTE-NORD INC. to amend the broadcasting licence of the (radio) programming undertaking CHME-FM Les Escoumins, by adding a transmitter at Tadoussac, Quebec, operating on a frequency of 99.7 MHz (channel 259LP) with an effective radiated power of 8.9 watts and a transmitter at Sacré-Coeur, Quebec, operating on a frequency of 99.7 MHz (channel 259LP) with an effective radiated power of 24.4 watts, to rebroadcast the programming originating from station CHME-FM Les Escoumins.

2.  THURSO, MONTEBELLO AND SAINT-ANDRÉ-AVELLIN, Quebec
Applications (199610134, 199609666, 199609690) by LAURENTIEN CÂBLE TV INC., 190 d'Edmonton Street, Hull, Quebec, J8Y 3S6, licensee of the (cable) distribution undertakings serving the above-mentioned localities:
A)  TO BE AUTHORIZED
-  to distribute, on the basic service, the signal of CHRO-TV (CTV), CFMT-TV (IND) Ottawa, Ontario; CFCF-TV (CTV) Montréal, Quebec; WNPE-TV (PBS) Watertown, WOKR-TV (ABC), WHEC-TV (NBC) and WROC-TV (CBS) Rochester, New York, received via optical fibre; and
-  to distribute, on the discretionary service, the signal of WUTV (FOX) Buffalo, New York, received via optical fibre.
B)  TO AMEND THE BROADCASTING LICENCE OF THE THURSO UNDERTAKING
-  by deleting the local head end of the (cable) distributing undertaking serving Thurso, to interconnect this undertaking as well as the Montebello and Saint-André-Avellin undertakings which are already interconnected to each other, to the Buckingham undertaking; and
-  by being relieved of the requirement to distribute at least four television programming services delivered to its local head end by a network operator licensed to extend television and radio services to remote and underserved communities, at least one of which must be a Canadian programming service, pursuant to section 23 of the Cable Television Regulations, 1986.

-  your intervention should clearly identify the application and indicate whether you support or oppose the application, or if you propose changes to it, with facts and grounds therefor. In the event that the application is brought to the oral phase of the hearing it would be helpful to the Commission if you provide reasons why your written comments are not sufficient and an appearance is necessary;
Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
