Postponement of Call for Comments Concerning Order in Council P.C. 1997-592
 In Public Notice CRTC 1997-48, the Commission requested comments concerning Order in Council (OIC) P.C. 1997-592. This OIC requested that the Commisssion seek comments from the public and report on whether the establishment of one or more national English-language, French-language or bilingual television networks would serve the objectives of the Broadcasting Act, as well as the priorities identified by the Governor in Council in the OIC.
 The Commission requested that written comments be submitted in two stages. The deadline for the first stage was 4 June 1997 and the second stage deadline was to be 4 July 1997. This would be followed by a public hearing to be held in the National Capital Region beginning 15 September 1997.
 The Commission has received letters from interested parties requesting that this process be postponed in order to give participants additional time to prepare thorough and useful comments. These requests have been made by both the Canadian Broadcasting Corporation and the Canwest Global System, the licensee whose appeal triggered the OIC.
 The Commission considers that the public interest is best served by ensuring that comments filed in this proceeding are as complete as possible. Accordingly, the Commission has rescheduled the public hearing and the deadlines for the two phases of written comments.
 The deadline for submission of written comments in the first stage will now be 22 August 1997. Parties who have already filed, may withdraw and refile their comments, or file additional material up to 22 August. First-stage comments received by the Commission by the original 4 June 1997 deadline will not be made public until the 22 August deadline. All first stage comments will be made available as soon as possible after this deadline date.
 Interested parties, regardless of whether or not they participated in the first stage, will have an opportunity to reply to the comments filed during that stage. These second-stage replies must be submitted no later than 26 September 1997.
 An oral public hearing to consider matters raised in the OIC and related concerns will be held in the National Capital Region beginning 3 November 1997.
 All other matters set out in Public Notice CRTC 1997-48 with respect to this proceeding will apply to the revised dates.
