    The Commission has received the following applications:

    1.  ST. JOHN'S; GANDER; GRAND FALLS AND CORNER BROOK, Newfoundland
    Applications (199701032, 199701040, 199701058, 199701066) by CABLE ATLANTIC INC., P.O. Box 8596, St. John's, Newfoundland, A1B 3P2, to amend the broadcasting licence of the (cable) distribution undertaking serving the above-mentioned localities, by adding a condition of licence authorizing the licensee to distribute, at its option, on the basic service, the programming services of WHDH (NBC), WBZ-TV (CBS) and WCVB-TV (ABC) Boston, Massachusetts, received via satellite.
    The licensee proposes to delete the currently authorized programming services of WXYZ-TV (ABC), WDIV (NBC) Detroit, Michigan and WTOL-TV (CBS) Toledo, Ohio.

    2.  STANHOPE, Newfoundland
    Application (199616877) by REGIONAL CABLE TV INC., 17 Duffy Place, P.O. Box 12155, Station A, St. John's, Newfoundland, A1B 4L1, to amend the broadcasting licence of the (cable) distribution undertaking serving Stanhope, as follows:
    a)  by interconnecting the undertaking via coaxial cable to the head end of A.J. Gale Limited, the (cable) distribution under-taking serving Lewisport, Newfoundland; and
    b)  by removing the local head end serving Stanhope and to be relieved by condition of licence of the requirement that it own and operate its local head end, pursuant to section 4 of the Cable Television Regulations, 1986.

    3.  BÉARN, FABRE AND SAINT-BRUNO-DE-GUIGUES, Quebec
    Applications (199700886, 199613427, 199613435) by CÂBLOTEM INC., Highway 101 North, Ville-Marie, Quebec, J0Z 3W0, to amend the broadcasting licences of the (cable) distribution undertakings serving the above-mentioned localities, by removing the local head ends of these undertakings and interconnecting them via optical fibre to the Laverlochère local head end, also owned by Câblotem inc., and serving the area of Ville-Marie, Quebec.
    The licensee requests to be authorized to continue the distribution, at its option, on the basic service, of the programming services WTOL-TV (CBS) Toledo, Ohio, WDIV (NBC) and WXYZ-TV (ABC) Detroit, Michigan, which will now be received via optical fibre.
    The licensee also requests to be authorized to distribute, at its option, the programming service of CICA-TV-14 (TVO) Toronto, Ontario, received via optical fibre.

    Application (199610309) by DIFFUSION COMMUNAUTAIRE BAIE DES CHALEURS INC. to amend the broadcasting licence of the type B community (radio) programming undertaking CIEU-FM Carleton, by adding a transmitter at Paspébiac, operating on a frequency of 103.1 MHz (channel 276LP) with an effective radiated power of 16.1 watts, to rebroadcat the programming of CIEU-FM Carleton.

    Application (199611661) by METROMEDIA CMR BROADCASTING INC., to amend the broadcasting licence of the (radio) programming undertaking CFQR-FM Montréal, by adding a condition of licence allowing the licensee to use a Subsidiary Communications Multiplex Operations (SCMO) channel, for the purpose of distributing 168 hours per week of ethnic programming that would be at least 98% of the time in the Portuguese-language.

    6.  RAWDON AND SAINT-LIGUORI, Quebec
    Application (199617156) by REGIONAL CABLE TV INC., Suite 201, 1730 Marie-Victorin, Longueil, Quebec, J4G 1A5, to be authorized to distribute CFTU-TV (IND) Montréal, Quebec, WCFE-TV (PBS) Plattsburgh, New York, WVNY (ABC) and WCAX-TV (CBS) Burlington, Vermont, received via optical fibre, on the basic service of its (cable) distribution undertaking serving Rawdon and Saint-Liguori.
    The licensee also proposes to remove the local head end of the Rawdon undertaking. The undertaking will now be interconnected via optical fibre to the (cable) distribution undertaking serving Saint-Félix-de-Valois, Quebec, also owned by Regional Cable TV Inc.

In the event that the application is brought to the oral phase of the hearing it would be helpful to the Commission if you provide reasons why your written comments are not sufficient and an appearance is necessary;
    Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
