The Commission has received the following applications:
ONTARIO REGION
1.  STRATHROY, Ontario
Application (199708104) by ROGERS CABLESYSTEMS LIMITED, 1 Valleybrook Drive, 5th Floor, Don Mills, Ontario, M3B 2S7, to amend the broadcasting licence of its (cable) distribution undertaking serving Strathroy as follows:
a)  by deleting the local head end;
b)  by interconnecting its cable distribution undertaking through the use of optical fibre with its cable system serving part of London (London North), Ontario;
c)  by deleting the condition of licence authorizing the distribution, at its option, of WTOL-TV (CBS) Toledo, Ohio, WXYZ-TV (ABC), WDIV (NBC) and WTVS (PBS) Detroit, Michigan, received via satellite from Cancom, as part of the basic service and substituting therefore the distribution, of WSEE-TV (CBS), WQLN-TV (PBS), Erie, Pennsylvania and WXYZ-TV (ABC), WDIV (NBC) Detroit, Michigan received by microwave and distributed as part of the basic service;
d)  by adding the distribution as part of the basic service, of WJET-TV (ABC) and WICU-TV (NBC) Erie, Pennsylvania (duplicate network services) received by microwave;
e)  by adding as part of the basic service WUAB-TV (IND) Cleveland, Ohio, received by microwave, in replacement of WXON-TV (IND) Detroit, Michigan;
f)  by adding as part of the basic service WUTV (FOX) Buffalo, New York, received by optical fibre in replacement of WJBK-TV (FOX) Detroit, Michigan; and
g)  by changing the method of reception of CHCH-TV Hamilton, Ontario, from via Cancom to over the air reception.

2.  ST. THOMAS AND SURROUNDING AREA, PORT STANLEY AND PORT TALBOT, Ontario
Application (199708111) by ROGERS CABLESYSTEMS LIMITED, 1 Valleybrook Drive, 5th Floor, Don Mills, Ontario, M3B 2S7, to amend the broadcasting licence of its (cable) distribution undertaking serving the above-noted localities as follows:
a) by deleting the local head end;
b)  by interconnecting its cable distribution undertaking through the use of optical fibre with its cable system serving part of London (London North), Ontario;
c)  by deleting the condition of licence authorizing the distribution, at its option, of WDIV (NBC) Detroit, Michigan, received via satellite from Cancom, as part of the basic service and by substituting therefore the signal of WDIV (NBC) Detroit, Michigan received via microwave and distributed on a discretionary tier;
d)  by changing the method of reception of WSEE-TV (CBS), WQLN-TV (PBS), WJET-TV (ABC), WICU-TV (NBC) Erie, Pennsylvania and WUAB-TV (IND) Cleveland, Ohio, from over the air to via microwave;
e)  by adding as part of the basic service WUTV (FOX) Buffalo, New York, received by optical fibre in replacement of WJW-TV (FOX) Cleveland, Ohio;
f)  by deleting WEWS-TV (ABC), Cleveland, Ohio received over the air, as part of the basic service, and by substituting therefore WXYZ-TV (ABC) Detroit, Michigan (duplicate service) received by microwave; and
g)  by changing the method of reception of WOIO-TV (CBS) and WKYC-TV (NBC) Cleveland, Ohio, from over the air to via microwave.
The licensee indicates that the $0.02 per subscriber per month cost savings resulting from changes in the method of reception and the relocation of the signal of WDIV (NBC) Detroit, Michigan from basic to discretionary would be applied to the $0.02 mark-up charge that the licensee would be entitled to, in accordance with subsection 18 (2.2) of the Cable Television Regulations, 1986, for the addition of the programming service of CTV News 1 which Rogers will carry on the basic service of the St. Thomas system.

In the event that the application is brought to the oral phase of a hearing it would be helpful to the Commission if you would provide reasons why your written comments are not sufficient and an appearance is necessary;
Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
