Deadlines for Submission of Research Related to the Review of the Commission's Policies for Commercial Radio

1. The Commission has received requests from the Canadian Independent Record Production Association (CIRPA) and the Association québécoise de l'industrie du disque du spectacle et de la vidéo (ADISQ) for an extension of the deadlines for submissions related to the review of commercial radio. The extension was requested so that the associations would have sufficient time to conduct research, hold consultations and prepare documentation.

2. In Public Notice CRTC 1997-104, the Commission announced that it would hold a two-stage written comment process prior to the 1 December 1997 oral public hearing. The deadline for the first stage of written comments is 30 September 1997. The deadline for the second stage of written submissions is 3 November 1997. Public Notice CRTC 1997-104 indicated that the purpose of the second stage is to allow interested parties to comment on issues that have been raised during the first stage.

3. The Commission recognizes that the current review includes consideration of issues that are of direct relevance to CIRPA and ADISQ, and agrees that it is important for these organizations to have the opportunity to prepare adequate research and documentation.

4. The Commission, however, is reluctant to take any action that would delay completion of the radio review process. It has therefore decided that it will maintain the current deadlines for submissions and begin the oral public hearing on 1 December 1997. The Commission will, however, be willing to accept research by parties in support of positions taken in their first-stage submissions up until 15 October 1997. Parties who intend to submit additional research should indicate, in their first-stage submissions, that they plan to file such material in order to alert other interested parties who may wish to consult the public file. The Commission intends to place research that it has conducted with respect to the current review on the public file by the same date. The Commission considers that this approach will allow interested parties some additional time to complete research, while allowing others time to comment on the findings of such research in the submissions that they make during the second stage.
