IN THE MATTER OF an application filed by Northern Telephone Limited (Northern) under Tariff Notice 64 dated 26 November 1996, for approval of revisions to its General Tariff providing for a change to the wording of the returned cheque charge and to increase the monthly rates for toll restriction service.
WHEREAS in Local Service Pricing Options, Telecom Decision CRTC 96-10, 15 November 1996 (Decision 96-10), the Commission directed all independent telephone companies that provide basic local telephone service, including Northern, to provide, within 30 days of the date of the Decision, any reasons why the provisions of the Decision concerning bill management tools should not apply to them;
WHEREAS toll restriction service was one of the bill management tools considered in Decision 96-10;
WHEREAS, by letter dated 13 December 1996, the Ontario Telephone Association, of which Northern is a member, stated that it would provide the Commission with tariff pages offering toll restriction service at no monthly charge;
WHEREAS the Commission is not prepared to consider rate increases for toll restriction service while the bill management tools issue raised in Decision 96-10 remains outstanding; and
WHEREAS the Commission considers that the wording changes proposed by Northern with respect to the returned cheque charge are acceptable -
IT IS HEREBY ORDERED THAT:
1. Tariff Notice 64 is approved with the exception of the rate increases proposed for toll restriction service.
2. Northern is to issue revised tariff pages within two days of the date of this Order.
