Telecom Order CRTC 97-842
TELUS Communications (Edmonton) Inc. (TCEI) has filed an application, dated 7 March 1997, for the approval of tariff revisions for a special assembly service to provide a private dedicated hospitality network to a customer.

1. The Commission is of the view that the proposed service is a bundling of optical fibre and transmission equipment.
2. As required under Telecom Decision CRTC 97-7, 23 April 1997, Tariff Filings Related to the Installation of Optical Fibres, TCEI as well as certain Stentor companies are required to file general tariffs for optical fibres and to ensure that Special Facilities Tariffs (SFTs) that bundle optical fibre with other components meet the requirements stipulated in that decision.
3. The Commission notes that customer-specific tariffs that bundle tariffed and non-tariffed elements (Type 2 arrangements) must meet the requirements set out in Review of Regulatory Framework, Telecom Decision CRTC 94-19, 16 September 1994 (Decision 94-19).
4. In light of the foregoing, the Commission orders that:
(a) TCEI Tariff Notice 47 is given interim approval.
(b) The company is directed to submit additional information for this service to show that it would meet the requirements for bundled services under Decision 94-19, within 14 days of approval of the optical fibre general tariffs. If the current SFT rates do not meet the test, then the company is required to file tariff revisions, within 14 days of approval of the optical fibre general tariffs, that propose rates for the SFTs that do meet the requirement for customer specific tariffs.
