The Commission has received an application from MTS Netcom Inc. (MTS) to withdraw the FAST alarm service from the Supplementary Tariff - Special Services and Facilities by 30 September 1997.

1. The Commission has received comments from Compuscan Protection Inc. (Compuscan) and The Manitoba Housing Authority (MHA). Compuscan requested the Commission not to allow the withdrawal of the service until 31 March 1998. MHA requested that the FAST service continue for a period of about 4 to 6 months from July 1997 to allow MHA's new replacement alarm system to be put in place. MHA submitted that the FAST service provides the safety system for more than 6,000 customers in its housing complexes.
2. In a letter to the company dated 11 March 1997, the Commission indicated that it would be prepared to consider an application to withdraw the FAST alarm service which will "provide a reasonable period of time to allow the alarm companies to move to other technology platforms".
3. In light of the foregoing, the Commission orders that:
Tariff Notice 259 is approved, with an effective date of 31 December 1997.
