On 6 March 1997, Bell Canada (Bell) filed an application for approval of tariff revisions upgrouping the Laval-Ouest, Quebec exchange from Rate Group 13 to Rate Group 14.

1. Telephone exchanges in Bell's serving territory are classified, for rating purposes, into various rate groups according to the total telephone-number count in use in the local calling area of each exchange.

2. This method of establishing rates for local exchange telephone service is based on the principle that the value of service to the user increases with an increase in the number of telephones that can be called without paying long distance charges.

3. This method of establishing rates also ensures that subscribers in exchanges of approximately the same size, according to telephone-number count, pay the same rates and thus enables the company to comply with the terms of subsection 27(2) of the Telecommunications Act (the Act), which prohibits unjust discrimination or undue preference as between groups of subscribers.

4. The total telephone-number count for rate grouping purposes of the Laval-Ouest, Quebec exchange has exceeded the upper limits of the rate group classification by more than one percent (1%) for two consecutive months.

5. The above-mentioned upgrouping does not involve any change in the rates charged for either Rate Group.
|
6. The company has conformed to the conditions stipulated in Telecom Order CRTC 79-387 dated 19 September 1979, as amended by Telecom Order CRTC 94-55 dated 21 January 1994, in respect of telephone exchange rate grouping in the company's service area.

7. Such rate grouping changes are in conformity with subsection 27(2) of the Act.

8. In light of the foregoing, the Commission orders that:

9. The proposed tariff revisions to become effective on 5 May 1997 are approved.
