Telecom Order CRTC 97-1927

By applications dated 8 July 1997, filed under Tariff Notice (TN) 3650 by BC TEL, and under TN 6049 by Bell Canada (Bell), the companies requested approval of revisions to their General Tariffs, providing local paging service providers (PSPs) with Paging Party Originator Billing (PPOB), an optional billing and collection service.

1. The proposed PPOB service would be offered by Bell and BC TEL to local PSPs who either own and operate, or lease, local paging systems. The service would provide for the billing and collection by Bell and BC TEL of calls originated by their local subscribers to pagers for which paging party pays (PPP) service has been provided by the PSPs. PPP, commonly referred to as calling party pays, is a service offered by the PSP whereby the call originator is charged for paging calls rather than the paging subscriber.

2. The PPOB option consists of two rate components: a PPOB Usage Rate of $0.12 per call which is designed to recover the billing and collection costs of the telephone company, and a service charge of $100.00 to the PSP which is designed to recover the costs associated with a request from a PSP to change the PSP Usage Rate on its behalf.

3. Comments on the TNs were received from Clearnet Communications Inc. (Clearnet), Rogers Cantel Inc. (Cantel) and the Canadian Wireless Telecommunications Association (CWTA).

4. Parties noted that the Commission has initiated a proceeding under Telecom Public Notice CRTC 97-23 Conditions of Call Originator Billing Service (PN 97-23) dated 13 June 1997, to examine the general principles in setting the rates, terms and conditions of call originator billing (COB) service prior to the filing of an actual application for a COB full service tariff.

5. Clearnet, Cantel and CWTA submitted that the principles established in the proceeding under PN 97-23 relating to COB should be applied equally, where appropriate, to the proposed PPP service. Therefore, the parties suggested that the Commission should not consider TN 3650 or TN 6049 prior to the completion of the proceeding initiated by PN 97-23.

6. In its reply comments, Stentor Resource Centre Inc., on behalf of Bell and BC TEL, submitted that none of the parties had offered any substantial rationale in support of their position.

7. The Commission considers that the introduction of the PPOB should not be further delayed pending the completion of the proceeding initiated by PN 97-23.

8. Accordingly, the Commission approves TN 3650 and TN 6049 on an interim basis effective 1 January 1998. The Commission will dispose of TN 3650 and TN 6049 on a final basis following the decision issued pursuant to the proceeding initiated by PN 97-23.
