By fax dated 15 August 1997, ACI Telecommunications Inc. (ACI) applied for exemption from contribution charges, providing an affidavit dated 12 August 1997 affirming that the Centrex services which are located in the Hamilton and St. Catharines exchanges are used solely to provide local or single-hop EAS services. ACI requested approval effective the dates of installation (11 August and 12 August 1997 for Hamilton and St. Catharines, respectively).

1. By letter dated 9 September 1997, Bell Canada stated that these systems appear to be provisioned in a manner that is typical of single-hop configurations and accordingly, agreed with the requested exemption.

2. The Commission is of the view that ACI's affidavit meets the evidentiary requirements for an exemption from contribution, and notes that the requested effective dates of installation are 11 and 12 August 1997 compared to the date of application 12 August 1997. The Commission is of the view that it would be appropriate to grant effective dates as requested by ACI.

3. Accordingly, based on the above, ACI's application is approved effective the date of installation for each of the Hamilton and St. Catharines sites.
