Telecom Order CRTC 97-1113
By application dated 25 March 1997 filed under Tariff Notice 260 (TN 260), as amended on 16 April 1997 by Tariff Notice 260A (TN 260A), MTS NetCom Inc. requested approval of revisions to its General Tariff Item 2600, Call Originator Billing (COB), providing for a one-year market trial of COB. On 25 April 1997, the Commission, under Telecom Order CRTC 97-557 (Order 97-557), approved the proposed tariff revisions on an interim basis.

1. In its comments dated 24 April 1997, Clearnet Communications Inc. (Clearnet) submitted that it had demonstrated that the issues surrounding the establishment of non-geographic numbers and related traffic and rating considerations are sufficiently novel and complex that the Commission should consider a generalised proceeding to examine them as soon as possible.
2. On 13 June 1997 the Commission issued Telecom Public Notice CRTC 97-23 Conditions of Call Originator Billing Service, initiating a proceeding to determine the general principles to be used in setting the rates, terms and conditions of COB service.
3. Given that a proceeding has been initiated to consider various issues relating to COB as a service offering, the Commission approves the application for a market trial filed under TNs 260 and 260A on a final basis.
