On 3 April 1997, the Ontario Telephone Association (OTA) on behalf of its members, filed for approval, revisions to the OTA Phase III Manual.

1. In Regulatory Framework for the Independent Telephone Companies in Quebec and Ontario (Except Ontario Northland Transportation Commission, Québec-Téléphone and Télébec ltée), Telecom Decision CRTC 96-6, 7 August 1996 (Decision 96-6), the Commission directed the small Ontario (and Quebec) independent telephone companies to revise their Phase III switching assignment procedures in accordance with the directives specified in Review of Phase III of the Cost Inquiry, Telecom Decision CRTC 94-24, 18 November 1994, and to present their actual Phase III results in a consistent format to ensure the results equate to each company's audited financial statements.
2. On 6 November 1996, the OTA submitted the required revisions to its Phase III Manual.

On 3 April 1997, the OTA filed its annual update submission, in accordance with Decision 96-6, which included a new Station Apparatus Equipment study to separate regulated (2-party; 4-party and multi-party terminal equipment) from non-regulated (all other terminal equipment) investment, effective 1 January 1997, to the Access and Competitive Terminal categories respectively. The balance of the revisions involved the introduction of new services, the addition and deletion of accounts to match changes to the OTA's Accounting Manual and other minor changes.
4. No comments on the proposed updates were submitted by interested parties.
$TEXTENG>5. On 29 April 1997, the OTA filed an amendment to its 3 April 1997 update to, among other things, reinstate two accounts which were inadvertently omitted from the Phase III Manual.
6. The Commission notes that as part of its amendment the OTA sub-divided account 1656 - Customer Deposits, in accordance with its Accounting Manual, to distinguish deposits related to toll service from non-toll service. The OTA proposed to assign the toll portion directly to the Toll category while maintaining the existing method, using a net plant investment ratio, to assign the non-toll portion.
7. The Commission has reviewed the 3 April 1997 updates filed by the OTA, as amended, and finds them acceptable.
8. In light of the foregoing, the Commission orders that the proposed Phase III Manual updates filed by the OTA, as amended, are approved.
9. The revisions and updates approved in this Order are to be used, as applicable, in the production of each OTA members' 1996 and 1997 actual Phase III results to be filed with the Commission by 31 October 1997 and 1998 respectively.
