Addition of WFFF-TV (FOX)

  1. Following Public Notice CRTC 1997-75 dated 4 June 1997, the Commission approves the licensee's request for authority to distribute the programming service of WFFF-TV (FOX) Burlington, Vermont, on a discretionary tier of the undertakings serving the above-noted localities.
  2. The Commission notes that in the case of the undertakings served by Vidéotron ltée and Laurentien Câble TV inc., the signal of WFFF-TV will replace WUHF-TV (FOX) Rochester, New York, currently authorized.
  3. The licensees are authorized to receive this signal over the air, or from any licensed or exempted Canadian broadcasting distribution undertaking authorized to provide signals to other broadcasting distribution undertakings. The Commission notes that Vidéotron ltée will be receiving this signal over the air in Montréal and feeding it through its microwave system to its other undertakings mentioned above; that CF Cable TV inc. will also be receiving the signal over the air in Montréal and feeding it to the undertakings served by Laurentien Câble TV inc. mentioned above; and that TDM Newco inc. plans to receive this signal over the air.
  4. The Commission acknowleges the opposing intervention submitted by CF-12 Inc., licensee of CFCF-TV Montréal, who claims that the new station will "siphon" advertising revenues from the Montréal market. The Commission also acknowledges the intervention submitted by CHUM Limited, who supports this application, conditional upon the limited sale of advertising to Canadian companies.
  5. The Commission has noted the licensees' replies to the interventions, and it is satisfied that approval of these applications will not have any significant impact on the advertising revenues of local broadcasters.
  This decision is to be appended to the licence.
