Licence amendment
1. Following Public Notice CRTC 1997-78 dated 11 June 1997, the Commission approves the application by Regional Cable TV Inc. for authority to delete the local head end of the cable distribution undertaking serving Berthierville and to interconnect this undertaking, via optical fibre, to the cable distribution undertaking serving Saint-Félix-de-Valois, also owned by the licensee.
2. The Commission also approves, by condition of licence, the licensee's application to be relieved of the requirement of paragraph 22(1)(b) of the Cable Television Regulations, 1986 (the regulations) to distribute the regional signal of CIVC-TV (STQ) Trois- Rivières, on the basic service of the undertaking serving Berthierville. The licensee will distribute instead the signal of CIVM-TV (STQ) Montréal, received via optical fibre, from its undertaking serving Saint-Félix-de-Valois. The Commission notes that CIVC-TV currently rebroadcasts, in its entirety, the programming of CIVM-TV. Should CIVC-TV begin offering local programming, the licensee will be required to distribute this service as part of the basic service of its undertaking or to apply to the Commission for a further exemption.
3. The Commission notes that the licensee proposes to provide the same programming services as those of the undertaking serving Saint-Félix-de-Valois. In view of the approval granted herein, the Commission authorizes the licensee to distribute, at its option, as part of the basic service of the undertaking serving Berthierville, CFJP-TV (TQS) and CFTU-TV (IND) Montréal as well as WVNY (ABC) Burlington, Vermont and WCFE-TV (PBS) Plattsburgh, New York, received via optical fibre from Saint-Félix-de-Valois.
This decision is to be appended to the licence.
