Acquisition of assets
|
Following a Public Hearing in the National Capital Region on 18 November 1996, the Commission approves the application for authority to acquire the assets of the radiocommunication distribution undertaking serving Ingonish and surrounding areas from North Victoria Satellite T.V. Limited, and for a broadcasting licence to continue the operation of this undertaking.

The Commission will issue a licence to Blair Williams and Glenn Warren, on behalf of a company to be incorporated, expiring 31 August 2000, upon surrender of the current licence. The licence will be subject to the same conditions as those in effect under the current licence, as well as to any other condition specified in the licence to be issued.

The licence term granted herein, while less than the maximum of seven years permitted under the Broadcasting Act, will enable the Commission to consider the renewal of this licence in accordance with the Commission's regional plan and to better distribute the workload within the Commission.
|
This authority will only be effective and the licence will only be issued at such time as the Commission receives documentation establishing that an eligible Canadian corporation has been incorporated in accordance with the application in all material respects and that it may be issued a licence.

The price of the transaction is $60,000. Based on the evidence filed with the application, the Commission has no concerns with respect to the availability or the adequacy of the required financing.

The Commission also approves the applicant's request to amend the broadcasting licence as follows:

The Commission notes that the undertaking will no longer use channels 17, 31, 25, 41 and 21 for the distribution of services.

The licensee is therefore, authorized to distribute, in encrypted mode, the following programming services:

WXYZ-TV (ABC) Detroit, Michigan WDIV (NBC) Detroit WTOL-TV (CBS) Toledo, Ohio WTVS (PBS) Detroit WUHF-TV (FOX ) Rochester, New York |
The licensee is authorized to distribute these services on channels 15, 19, 23, 29, 35 and 39, each with a transmitter power of 20 watts, as certified by the Department of Industry.

In Public Notice CRTC 1992-59, the Commission announced implementation of its employment equity policy. It advised licensees that, at the time of licence renewal or upon considering applications for authority to transfer ownership or control, it would review with applicants their practices and plans to ensure equitable employment. In keeping with the Commission's policy, it encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
