Licence renewal for CFLZ-FM
|
Following Public Notice CRTC 1996-153 dated 5 December 1996, the Commission renews the broadcasting licence for CFLZ-FM Niagara Falls, from 1 February 1997 to 31 August 1998, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.

The licensee requested a two-year term in order to further investigate an expansion of its radio service, possibly to include the Niagara College Broadcast Program (Niagara). In this regard, Niagara has confirmed its interest in developing a working relationship with the station. The Commission notes that the licensee is working towards submitting an application involving a combined tourist information and radio service by January 1998. The Commission has therefore granted a licence term of 19 months instead of the two-year term requested.

CFLZ-FM ia a low-power, unprotected undertaking authorized for operation on channel 220, which is a first adjacent channel to the St. Catharines FM allotment. The Department of Industry has advised that the renewal of the Broadcasting Certificate is valid for as long as channel 219C1 at St. Catharines is available.

In Public Notice CRTC 1993-95 dated 28 June 1993 and entitled "A Licensing Policy for Low-Power Radio Broadcasting", the Commission stated that the licensees of low-power radio undertakings should be subject to a condition of licence that would define their programming in such a way as to ensure that they do not change their programming and begin to offer the same service as conventional licensees, without Commission approval.

Accordingly, it is a condition of licence that this station be used solely to broadcast pre-recorded tourist information for the purpose of informing visitors to Niagara Falls. It is also a condition of licence that the service broadcast no advertising material.
