Licence amendment
|
Following Public Notice CRTC 1996-136 dated 10 October 1996, the Commission approves the application to amend the licence for the radiocommunication distribution undertaking serving Chetwynd as follows:

- by deleting the distribution, in encrypted mode, of WTVS (PBS), WXYZ-TV (ABC) and WDIV (NBC) Detroit, Michigan and WTOL-TV (CBS) Toledo, Ohio; and
|
- by adding the distribution, in non-encrypted mode, of WGBH-TV (PBS) Boston, Massachusetts, WXYZ-TV (ABC) and WDIV (NBC) Detroit, Michigan and KSTW-TV (CBS) Tacoma, Washington.

The Commission notes that an opposing intervention was submitted by Regional Cable TV (Western) Inc. (Regional), licensee of the cable distribution undertaking serving Chetwynd. Regional argued that the distribution of these popular U.S. television services in non-encrypted mode could have a severe negative financial impact on the viability of its cable distribution undertaking in the area.

The Commission has examined closely the comments expressed in Regional's intervention. The Commission notes that approval of this application is consistent with its past practice of allowing the unscrambled distribution of non-Canadian services in remote communities such as Chetwynd, as well as with its current policy to support open competition. The Commission is further satisfied that approval of this application remains in the public interest.
