Decision

Ottawa, 30 January 1997
Decision CRTC 97-30
Westman Media Co-operative Ltd.
Brandon, Manitoba - 951220300
Licence amendment
Following Public Notice CRTC 1996-76 dated 7 June 1996, the Commission approves, by condition of licence, the licensee's request to be relieved from the requirement of subsection 13(1) of the Cable Television Regulations, 1986 that it distribute only community programming on the community channel.
The licensee will distribute, for an interim period, special educational and informational programming, specifically Western Universities Telecourse Consortium (WUTC) on the community channel, during time periods not being used on that channel.
In approving this request, the Commission reminds the licensee that WUTC programming should not result in any reduction to community programming. The Commission notes that the licensee has no obligation to provide this programming and notes the licensee's assurance that this special educational and informational programming will have no impact on the community channel.
The Commission acknowledges an opposing intervention to this application and is satisfied with the licensee's reply that it is in the process of rebuilding the Brandon cable system, and upon completion in 1997, will designate one channel for the purpose of an educational channel.
This decision is to be appended to the licence.
Allan J. Darling
Secretary General
