Licence amendment
|
1. Following Public Notice CRTC 1996-142 dated 29 Octobre 1996, the Commission denies the application to amend the broadcasting licence for CKGN-FM Kapuskasing by deleting the condition of licence imposed in Decision CRTC 93-32 dated 23 January 1993. That condition of licence limits the licensee to the broadcast of no more than 6 minutes of advertising in each hour of broadcast.

2. In deciding to deny this application, the Commission has considered the arguments put forward by the licensee and the opposing intervention submitted by Pelmorex Radio Inc., licensee of CKAP. In arriving at its decision on the Radio Communautaire Kapnord inc. application, the Commission has taken into consideration the limited potential of the Kapuskasing market and the impact on existing local broadcasting services. The Commission also took into consideration the relatively healthy current financial position of the licensee.

3. The Commission considers that the economic factors which influenced its decision to impose this condition of licence in 1993 continue to exist. It is not convinced by the licensee's arguments that relief from this condition of licence is warranted under the current circumstances.

4. The Commission acknowledges the intervention filed in support of this application.
