Decision

Ottawa, 9 April 1997
Decision CRTC 97-133
Regional Cable TV Inc.
Lady Cove, Webridge and Elliot's Cove; Petley, Aspen, Britannia and Lower Lance Cove, Newfoundland - 199611695 -199611926
Licence renewals
Following Public Notice CRTC 1996-154 dated 13 December 1996, the Commission renews the licences held by Regional Cable TV Inc., for the cable distribution undertakings serving the above-noted communities, from 1 September 1997 to 31 August 2004.
The operation of these undertakings is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licences will be subject to the conditions in effect under the current licences, as well as to those conditions specified in this decision and in the licences to be issued.
The licensee is authorized, by condition of licence, to continue to distribute the programming service of the Atlantic Satellite Network (ASN), received via satellite, provided that it is distributed on an unrestricted channel of the basic service.
Consistent with Decision CRTC 97-117 dated 25 March 1997, the Commission relieves the licensee, by condition of licence, of the requirement of paragraph 22(1)(b) of the regulations that it distribute the regional programming service of CJCV-TV (CTV) Clarenville. The licensee will distribute instead the signal of CJON-TV (CTV) St. John's.
It is a condition of each licence that, for community programming and any other programming of a service that it originates, the licensee adhere to the guidelines on the depiction of violence in television programming set out in the Canadian Association of Broadcasters' "Voluntary Code Regarding Violence in Television Programming", as amended from time to time and approved by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to each licence.
