REVISIONS TO RESALE AND SHARING OF CELLULAR SERVICES, TELECOM PUBLIC NOTICE CRTC 95-53, 12 DECEMBER 1995
 I BACKGROUND
 In Resale and Sharing of Cellular Services, Telecom Public Notice CRTC 95-53 (Public Notice 95-53), 12 December 1995, the Commission initiated a proceeding to consider issues regarding the resale and sharing of cellular services provided by all of the federally regulated providers of cellular services.
 Subsequent to the issuance of Public Notice 95-53, the federal government announced that it had awarded operating licences for the provision of Personal Communications Services (PCS) in the 2 GHz range to Clearnet PCS Inc., MicroCell Networks Inc., Mobility Canada Ltd. (on behalf of its members) and Rogers Cantel Mobile Inc. (the PCS licensees).
 In the Commission's view, the issues being considered in the proceeding initiated by Public Notice 95-53 are relevant to these PCS licensees and to the services they may provide. Accordingly, the Commission amends the proceeding initiated by Public Notice 95-53 as set out below.
 II ISSUES
 The Commission invites comment on the issue of resale and sharing of cellular and PCS services provided by all federally regulated providers of these services, including whether such resale and sharing would be in the public interest and, if so, what restrictions if any, would be appropriate. In addition, the Commission seeks comment on what mechanisms, if any, would be appropriate to ensure that the services in question would not be provided to resellers/sharers on an unjustly discriminatory basis.
 III REVISED PROCEDURE
 The revised procedure applicable to the proceeding, which replaces the procedure contained in Public Notice 95-53, is set out below in its entirety.
 1. The federally regulated providers of cellular services (cellular providers), the PCS licensees and Cellular Rental Systems Inc. (CRS) are made parties to this proceeding.
 2. Other persons wishing to participate in this proceeding (interveners) must notify the Commission of their intention to do so by writing to Mr. Allan J. Darling, Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, fax: (819) 953-0795, by 11 March 1996. The Commission will issue a complete list of parties and their mailing addresses. Parties that filed a notice of intention to participate in the proceeding initiated by Public Notice 95-53 are not required to re-register.
 3. The cellular providers and PCS licensees may file comments on the issues identified above, and any other issues that they may wish to raise, serving copies on all other parties, by 20 March 1996.
 4. Interveners and CRS may provide their comments on the issues identified above and on the comments of the cellular provider and PCS licensees, serving copies on all other parties by 19 April 1996.
 5. The cellular providers and PCS licensees may file a reply to any comments, serving copies on all other parties, by 3 May 1996.
 6. In addition to hard copy filings, parties are encouraged to file with the Commission electronic versions of their submissions in accordance with the Commission's Interim Telecom Guidelines for the Handling of Machine-Readable Files, dated 30 November 1995.  7. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
