STENTOR RESOURCE CENTRE INC. - FORBEARANCE FROM REGULATION OF INTEREXCHANGE PRIVATE LINE SERVICES
I BACKGROUND
On 23 September 1996, Stentor Resource Centre Inc. (Stentor), on behalf of AGT Limited, now TELUS Communications Inc., BC TEL, Bell Canada, The Island Telephone Company Limited, MTS NetCom Inc., Maritime Tel & Tel Limited, The New Brunswick Telephone Company, Limited, and NewTel Communications Inc. (the Stentor member companies) filed an application requesting that the Commission forbear unconditionally, pursuant to section 34 of the Telecommunications Act, from the regulation of Interexchange Private Line (IXPL) services provided by the Stentor member companies.
Stentor stated that among the IXPL services, for which it was requesting forbearance from regulation, were the Stentor member companies' Megaplan, Megaroute, Megastream, High Capacity 45, VideoRoute, Dataroute and IX Voice Grade services. Stentor also requested that the Commission similarly forbear from the regulation of future IXPL services provided by its member companies.
II PROCEDURE
1. Stentor's application may be examined at the offices of the CRTC in the following locations:

2. A copy of Stentor's application may be obtained by any interested person upon request directed to Mrs. Catherine R. Cooper, Director - Tariffs, Stentor Resource Centre Inc., Document Control & Distribution Centre, Floor 22, 160 Elgin Street, Ottawa, Ontario, K1G 3J4, fax: (613) 781-3514.
3. Parties wishing to comment with regard to Stentor's application (interveners) may do so by writing to Mr. Allan J. Darling, Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, fax: (819) 953-0795. A copy is to be served on Stentor at the address noted above by 9 December 1996.
4. Stentor shall provide responses, serving copies on interveners by 30 December 1996.
5. Requests by interveners for further responses and for public disclosure are to be filed with the Commission and served on Stentor by 6 January 1997.
6. Replies to requests for further responses and to requests for public disclosure are to be filed with the Commission and served on interveners by 13 January 1997.
7. The Commission will issue a determination with respect to any such requests as soon as possible. The Commission intends to direct that any information to be provided pursuant to that determination be filed with the Commission and served on all parties by 17 February 1997.
8. Interveners may file their comments with the Commission, serving copies on Stentor by 10 March 1997.
9. Stentor may file a reply to any comments, serving copies on interveners by 1 April 1997.
10. In addition to hard copy filings, parties are encouraged to file with the Commission electronic versions of their submissions in accordance with the Commission's Interim Telecom Guidelines for the Handling of Machine-Readable Files, dated 30 November 1995. 11. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
