The Commission has received the following applications:
QUEBEC REGION
1.  DAVELUYVILLE, MADDINGTON FALLS AND AREA, Quebec
Application (199608618) by DÉCIBEL INC., 111 du 12-Novembre Street, Nicolet, Quebec, J3T 1S3, to amend the broadcasting licence of the (cable) distribution undertaking serving the above-mentioned localities, by removing the local head end and to be relieved, by condition of licence, from the requirement that it own and operate its local head end pursuant to section 4 of the Cable Television Regulations, 1986.
The licensee proposes to interconnect the undertaking via optical fibre to the local head end of Vidéotron ltée at Victoriaville, Quebec to provide the distribution list of the Cap-de-la-Madeleine undertaking.
The licensee requests to be authorized to distribute, at its option, on the basic service, the programming services of WCAX-TV (CBS), WVNY (ABC) Burlington, Vermont, WCFE-TV (PBS), WPTZ (NBC) Plattsburgh, New York and CFTU-TV (IND) Montréal, Quebec, as well as the special programming service "Événements", received via optical fibre.
The licensee also requests to be authorized to continue the distribution of the programming services of CFTM-TV (TVA), CFCF-TV (CTV) and CBFT (SRC) Montréal, Quebec, which will now be received via optical fibre.
The licensee proposes to distribute on a discretionary tier the programming service of WUTV (FOX) Buffalo, New York, received via optical fibre.
The licensee proposes to increase the monthly basic fee from $19.47 to $20.05.

2.  FERMONT, Quebec
Application (199609567) by RADIO COMMUNAUTAIRE DE FERMONT INC., P.O. Box 280, Fermont,Quebec, G0G 1J0:
a)  to amend the broadcasting licence of the (radio) programming undertaking CFMF-FM Fermont, by decreasing the effective radiated power from 50 to 20 watts*.
* Although the application is based on an ERP of 50 watts, Industry Canada advised us that an effective radiated power of 20 watts at an antenna height of 99 meters is the maximum permitted for the LP class category.
b)  to authorize the licensee to change the parameters and the antenna site to alter the coverage area of the station to include the road connecting the City of Fermont to the Mont Wright iron mine.
This change will provide radio service from the area connecting the City of Fermont to the Mont Wright iron mine giving travellers access to the radio service of station CFMF-FM Fermont.

Application (199616942) by TÉLÉCÂBLE NORDIQUE INC., 15 Bernard Street, Saint-Sauveur-des-Monts, Quebec, J0R 1R0, to extend to 21 November 1997, the implementation date for the extension to serve the perimeter of Lac Labelle and an area located east and northwest of the Municipality of Labelle.

4.  LAC-NOMININGUE, Quebec
Application (199611497) by REGIONAL CABLE TV INC., 1730 Marie-Victorin, Suite 201, Longueuil,Quebec, J4G 1A5, to amend the broadcasting licence of the (cable) distribution undertaking serving Lac-Nominingue, as follows:
-  by deleting the condition of licence relieving the licensee of the requirement to distribute at least four television programming services delivered to its local head end by a network operator licensed to extend television and radio services to remote and underserved communities, at least one of which must be a Canadian programming service, pursuant to section 23 of the Cable Television Regulations, 1986; and
-  by deleting the condition of licence relieving the licensee of the requirement to distribute the priority signal of CBFT-1 (SRC) Mont-Tremblant, Quebec, pursuant to section 22 of the Cable Television Regulations, 1986. Following the interconnection, the licensee will again be able to provide the signal of CBFT-1 (SRC) Mont-Tremblant, received via microwave from L'Annonciation, Quebec.
The licensee also proposes to delete the local head end of the Lac-Nominingue undertaking. This undertaking will now be interconnected via microwave, to the (cable) distribution undertaking serving L'Annonciation, also owned by Regional Cable TV Inc.

The licensee states that this change will not significantly affect the coverage area of the station.
