The Commission has received the following applications:

1.  ACROSS CANADA
Application (199606688) by 3247236 CANADA INC. (New Country Network), an English-language music specialty service licensee serving Canada, to amend its condition of licence pertaining to the distribution of advertising material.
The licensee is applying to amend its condition of licence in order to increase the amount of advertising from the current 8 minutes to a maximum of 10 minutes per hour.

2.  PORTAGE LA PRAIRIE, Manitoba
Application (199608337) by SHAW CABLESYSTEMS LTD., Suite 900, 630 - 3rd Avenue South West, Calgary, Alberta, T2P 4L4, to amend the broadcasting licence of the (cable) distribution undertaking serving Portage La Prairie, as follows:
-  by deleting the condition of licence authorizing the distribution, at its option, of WTOL-TV (CBS) Toledo, Ohio and WDIV (NBC) Detroit, Michigan, as part of the basic service; and
-  by adding a condition of licence authorizing the distribution, at Its option, of WCCO-TV (CBS) and KARE-TV (NBC) Minneapolis, Minnesota, as part of the basic service.

3.  MELFORT, Saskatchewan
Application (199608395) by RADIO C.J.V.R. LTD., P.O. Box 750, Melfort, Saskatchewan, S0E 1A0, to amend the broadcasting licence of the (radio) programming undertaking CJVR Melfort, by increasing the day-time and night-time transmitter power from 10,000 to 25,000 watts.
The Commission notes that the proposed changes will improve the signal quality and extend the coverage area of the station.

4.  WHITE ROCK, British Columbia
Application (199608981) by ROGERS CABLESYSTEMS LIMITED, 1 Valleybrook Drive, 5th Floor, Don Mills, M3B 2S7, to amend the broadcasting licence of the (cable) distribution undertaking serving White Rock, by adding a condition of licence authorizing the licensee to distribute, at its option, a special programming service consisting of ethnic multicutural programming services.
It is a condition of licence that the licensee shall not distribute as part of this ethnic special programming service any commercial message other than sponsorship credits combining no more than the logo, name, address, the telephone number and the type of activity of profession of the sponsor. The sponsorship credits may contain sound and/or visual images, whether moving or fixed. The sponsorship credits shall have no purpose other than to acknowledge, in a concise and direct manner, the sponsor's contribution and shall at no time constitute a detailed description or promotional device.

In the event that the application is brought to the oral phase of a hearing it would be helpful to the Commission if you would provide reasons why your written comments are not sufficient and an appearance is necessary;
Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
