Licence renewal for CFAI-FM-1
Following a Public Hearing held in Québec beginning on 9 July 1996 and Decision CRTC 96-525 dated 27 August 1996, the Commission renews the licence for the Type A community radio programming undertaking CFAI-FM-1 Grand Falls, from 1 January 1997 to 31 August 2000, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted under the Broadcasting Act, will enable the Commission to consider the renewal of this licence in accordance with the Commission's regional plan for community radio undertakings across Canada and to better distribute the workload within the Commission. This terms is not reflective of any Commission concern regarding the licensee's performance.
The Commission notes the licensee's proposal to broadcast 32 hours of local programming and a minimum of 4% Category 3 (Traditional and Special Interest) music as a percentage of overall music programming.
It is a condition of licence that the licensee not reduce the proposed level of local program production by more than 20%.
It is also a condition of licence that the licensee operate CFAI-FM Edmundston and CFAI-FM-1 Grand Falls simultaneously during the new licence term.
It is a further condition of licence that the licensee not solicit advertising in the province of Quebec.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It considers that community radio stations should be particularly sensitive to this issue in order to reflect fully the communities they serve. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to the licence.
