Applications to provide French-language programming
Following Public Notice CRTC 1995-177 dated 17 October 1995, the Commission approves the applications to amend the broadcasting licences for CJWA Wawa, CJQM-FM Sault Ste Marie, CHVR Pembroke, CHVR-1 Renfrew and CHVR-2 Arnprior, CKNR Elliot Lake and CKNS Espanola, by authorizing the licensee to broadcast 30 minutes per week of French-language programming.
The Commission however denies similar applications to amend the licences for CJMX-FM and CHNO Sudbury and CKAP Kapuskasing.
Eight interventions in opposition to these applications were submitted. The interveners include: Mouvement des intervenants et intervenantes communautaires en Radio de l'Ontario; Radio communautaire Kapnord Inc., licensee of CKGN-FM Kapuskasing; Alliance des radios communautaires du Canada; Association de la presse francophone; Coopérative Radio Communautaire Nipissing; CINN-FM, la Radio de l'Épinette noire, Hearst; Radio communautaire Cornwall-Alexandria Inc., licensee of CHOD-FM Cornwall and Fédération des communautés francophones et acadienne du Canada. The interveners suggested, among other concerns, that approval of these applications would result in a significant decrease in advertising revenues for the existing French-language community stations, thereby negatively affecting their viability.
The Commission has considered the views of the applicant and of all the interveners and is convinced that the francophone community in Sudbury is already well served by the existing French-language station. Accordingly, the Commission has denied applications for CJMX-FM and CHNO Sudbury.
The Commission has also denied the application for CKAP Kapuskasing as that station has already been authorized to broadcast 3 hours of French-language programming per week.
With respect to the applications approved herein, the Commission notes that there are no French-language stations located in these areas. The Commission reiterates that, as requested in the applications, the stations are authorized to broadcast a weekly maximum of 30 minutes of French-language content consisting exclusively of advertising material.
This decision is to be appended to each licence.
