New English-language television programming undertaking at Ottawa - Denied
Following a Public Hearing held in the National Capital Region beginning on 15 April 1996, the Commission denies the application submitted by 3167917 Canada Inc. for a broadcasting licence for an English-language television programming undertaking at Ottawa. The applicant had proposed to operate on channel 65 with an effective radiated power of 599,500 watts.
3167917 Canada Inc.'s application was competing with an application by BBS Ontario Incorporated, approved in Decision CRTC 96-542 also issued today, to provide a new independent English-language television service to the Ottawa region. The present application was also technically mutually exclusive with an application by CITY-TV (a division of CHUM Limited), approved in Decision CRTC 96-543 issued today, to add a transmitter at Ottawa operating on channel 65.
3167917 Canada Inc. is wholly controlled by Radio Nord inc. For its part, Radio Nord inc. is the licensee of a number of French-language television and radio stations, including CHOT-TV (TVA) Hull/Ottawa and CFGS-TV (TQS) Hull which serve the Outaouais region of western Québec and eastern Ontario.
3167917 Canada Inc. proposed to operate an independent television station at Ottawa serving the English-language audience of the National Capital Region as well as English-language audiences in Aylmer, Wakefield, the Pontiac and Gatineau counties of western Québec. The Commission, however, considers that the applicant's commitment set out in its application to provide 2 hours 30 minutes of local news each week is inadequate. If the station were to be licensed, even the applicant's revised commitment made at the hearing to offer 6 hours of local news each week would be one of the lowest commitments in Canada, when measured against those of other English-language stations of a comparable size. In addition, the Commission is not satisfied that the applicant provided sufficient details regarding its plans for local programming other than news, or regarding its involvement with local independent producers. The applicant also failed to provide definite information on the sources of the acquired programming for the proposed station. For these reasons, the Commission is not satisfied that approval of this application would be in the public interest.
