Acquisition of the assets of CKAC Montréal and the French-language AM radio news network
|
Following a Public Hearing in Québec beginning on 9 July 1996, the Commission approves the applications for authority to acquire the assets of the radio programming undertaking CKAC Montréal and the French-language AM radio news network, from the partners of Radiomédia S.E.N.C. (including Télémédia Communications inc. and Radiomutuel inc.), and for broadcasting licences to continue the operation of these undertakings.

The Commission will issue licences to 3250644 Canada inc., expiring 31 August 1999, the current expiry date, upon surrender of the current licences. The licences will be subject to the same conditions as those in effect under the current licences, as well as to any other condition specified in this decision and in the licences to be issued.

The Commission notes that these applications represent a reorganization for the purpose of transfering the assets of the undertakings to 3250644 Canada inc. This reorganization does not however alter the control or management as the shareholders of 3250644 Canada inc., the members of the board of directors and the management of the applicant company are the same as that of Radiomédia S.E.N.C.

Consistent with Decision CRTC 95-118 dated 27 March 1995, it is a condition of licence applicable to both CKAC and the news network, that the licensee produce and broadcast at least 16 hours 36 minutes of news per week.

It is a condition of each licence that the licensee adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' (CAB) "Sex-Role Portrayal Code for Television and Radio Programming", as amended from time to time and accepted by the Commission. The aforementioned condition of licence shall not apply as long as the licensee is a member in good standing of the Canadian Broadcast Standards Council.

It is also a condition of each licence that the licensee adhere to the provisions of the CAB's "Broadcast Code for Advertising to Children", as amended from time to time and accepted by the Commission.

In Public Notice CRTC 1992-59, the Commission announced implementation of its employment equity policy. It advised licensees that, at the time of licence renewal or upon considering applications for authority to transfer ownership or control, it would review with applicants their practices and plans to ensure equitable employment. In keeping with the Commission's policy, it encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
