Licence renewal
Following Public Notice CRTC 1996-25 dated 20 February 1996, the Commission renews the licence held by Country Broadcasting Corp., for the cable distribution undertaking serving the above-noted communities, from 1 September 1996 to 31 August 2000.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act (the Act), will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The operation of this undertaking is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The Commission approves the licensee's request to distribute KVOS-TV (IND) Bellingham, Washington, received via microwave, from a head end located at Saltspring Island.
Accordingly, in addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized to distribute, at its option, KVOS-TV (IND) Bellingham, Washington, and to continue to distribute, at its option, KOMO-TV (ABC), KING-TV (NBC), KIRO-TV (IND), KCTS-TV (PBS) Seattle, KSTW (CBS) and KCPQ-TV (FOX) Tacoma, Washington, received via microwave from a head end located at Saltspring Island, as part of the basic service.
The licensee continues to be relieved, by condition of licence of the requirement that it distribute at least four television programming services as provided for in section 23 of the regulations, so long as it distributes only those U.S. television services listed in the current application or as may be authorized by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
In accordance with subsection 22(1) of the Act, this renewal is subject to the issuance of a Broadcasting Certificate by the Department of Industry.
The Commission draws the licensee's attention to subsection 22(4) which provides that any broadcasting licence issued, amended or renewed in contravention of section 22 is of no force or effect.
This decision is to be appended to the licence.
