Licence renewal
Following Public Notice CRTC 1996-13 dated 19 January 1996, the Commission renews the licence held Câblovision Baie St-Paul inc., for the cable distribution undertaking serving Baie-Saint-Paul, from 1 September 1996 to 31 August 2003.
The operation of this undertaking is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The Commission approves the licensee's request to be relieved, by condition of licence, of the requirement of paragraph 22(1)(b) of the regulations to distribute the regional programming service of CIVB-TV-1 (SRTQ) Grand-Fonds, received over the air, given the poor reception quality of this signal. The licensee will distribute instead the signal of the Société de Radio-Television du Québec, received via satellite. Should CIVB-TV-1 begin offering local programming, the licensee will be required to distribute this service as part of the basic service of its undertaking or apply to the Commission for a further exemption.
The licensee has again requested the condition of licence relieving it of the requirement to delete the duplicate programming from CFTM-TV (TVA) Montréal, received via satellite from CANCOM, or to substitute therefor the local service of CIMT-TV (TVA) Rivière-du-Loup, when the programming is identical. The Commission acknowledges the intervention submitted by Télé Inter-Rives limitée, licensee of CIMT-TV, requesting that the licensee distribute the priority service of CIMT-TV as part of the basic service of the undertaking, rather than CFTM-TV, received via satellite. The Commission notes that the intervener, in its intervention, states that it has nearly completed certain technical improvements involving the provision of a microwave feed to the Baie Saint-Paul transmitter in order to improve the quality and reliability of its signal. In view of the foregoing, the Commission is satisfied that the aforementioned condition is not required.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to the licence.
