Licence renewal
Following Public Notice CRTC 1996-13 dated 19 January 1996, the Commission renews the Class 2 licence held by Télédistribution Cablouis inc., for the cable distribution undertaking serving the above-noted localities, from 1 September 1996 to 31 August 2003.
The operation of this undertaking is regulated pursuant to Parts I, II and IV of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The Commission approves, by condition of licence, the licensee's request to distribute a special regional programming service comprised of overflow programming or repeats of programs distributed on the local community channel of the following undertakings: Câblodistribution de la Côte du Sud inc., La Pocatière; Le Câble de Rivière-du-Loup ltée, Rivière-du-Loup; Télédistribution Cablouis inc., Cabano; and Télé-Câble Charlevoix (1977) inc., La Malbaie. This approval is subject to the condition that the programs distributed on this special regional programming channel not include any advertising other than the sponsorship messages already included in the programming of the community channel of each of the above-noted undertakings.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized, by condition of licence, to continue to distribute, at its option, CJPM-TV (TVA) Chicoutimi and CKRS-TV (CBC) Jonquière, received via microwave, as well as CFCF-TV (CTV) and CFTU-TV (IND) Montréal, received via microwave, as part of the basic service. The licensee is also authorized to continue to distribute, at its option, WVNY (ABC) and WCAX-TV (CBS) Burlington, Vermont, as well as WPTZ (NBC) and WCFE-TV (PBS) Plattsburgh, New York, received via microwave, as part of the basic service.
Consistent with Decision CRTC 94-95 dated 23 March 1994, the licensee is relieved, by condition of licence, from the requirement of paragraph 16(2)(a) of the regulations that it distribute CJAF Cabano, a local AM radio station. The licensee distributes instead CJFP-FM Rivière-du-Loup.
Consistent with Decision CRTC 96-244 dated 21 June 1996, the licensee is relieved, by condition of licence, from the requirement of subsection 9(1)(d) of the regulations to distribute CJBR-TV (CBC) Rimouski, a regional station, on the basic band. The licensee will distribute instead CKRT-TV (CBC) Rivière-du-Loup, a local station, on the basic band and CJBR-TV, as part of the basic service.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to the licence.
